All you have to do is own an Android device which supports at least Android 6.0 version. The technical specs of the phone or device should be higher or equivalent to the ones released when that specific Android version hit the market. Making the test product reserved and restricted for only Android users.
I don't know what I can or cannot say about Plants vs. Zombies 3, but it exists and I've played a pre-alpha and I like what I've seen so far!

The selection will be done directly by EA within some selected phases. So if you register yourself as a potential player candidate and do not receive a mail that particular day, don’t worry. EA has advised potential registrants to come back and check the mail the next day as well.

The post in simple words inform people to register and then wait, having faith in their destiny. One more important thing if you are under 13, then drop all your plans of trying this moment itself. For EA has banned the any under 13 registration.
